What “State” means here
This is a constitutional thought experiment — an open architecture of law, not a claim to territory, office, or sovereignty. It asks a single question: what must be true of power for justice to survive contact with it?
Historical theocracy failed when it placed a person above the measure. Secular governance fails when captured by those it was meant to bind. The answer to both is the same: the Standard must govern the ruler.

How the Standard governs the ruler
Founder Disadvantage Clause
The founder holds fewer privileges and heavier liabilities than anyone else — never more. Origin grants no immunity, no veto, and no throne.
Bound Sovereignty
Sovereignty is real but leashed. Every authority is transparent, liable, decentralized, time-limited, and correctable. The monarch or executive is the most constrained servant, not the least.
Authority Decay
Every mandate expires by default. Renewal must be earned openly; silence and inertia end power rather than extend it.
Council of Correction
A standing body whose only power is to surface error, receive appeals, and compel repair — never to rule, and never immune to correction itself.
